A questionnaire survey was conducted over 264 municipalities in Kyushu. The items of the questionnaire were 1)public relations of the councils, 2) disclosure of council members, 3) minutes disclosure, 4) right of observing councils, and 5）future intention of disclosure. The major results are as follows：The municipalities that disclose the members are very few. Many municipalities disclose the minutes (or its draft), although only in response to residents’requests. The municipal officials are very negative for further disclosure.
